Composition of Vidhan Parishad: Only five states (Uttar Pradesh, Bihar, Maharashtra, Karnataka and Jammu & Kashmir) have bicameral legislature. The Upper House of these state legislature is called Vidhan Parishad. The total number of members in Vidhan Parishad should not exceed one third of the total number of members of Vidhan Sabha. In Uttar Pradesh 108 members are in Vidhan Parishad.
The Vidhan Parishad is partly elected and partly nominated:
(i) One third of the total number of members are elected by the electorates consisting of members of municipalities, district boards, and other local authorities in the state.
(ii) One-twelfth (1/12) members are elected by the electorate consisting of graduates of the state with a standing of three years.
(iii) One-twelfth (1/12) members are elected by the electorate consisting of teachers of educational institutions within the state not lower than secondary school who have teaching experience of at least three years.
(iv) One-third members are elected by the members of the Vidhan Sabha of the state from amongst the persons who are not members of the Assembly. and
(v) The remainder, i.e. One-sixth members are nominated by the Governor from amongst the persons having special knowledge or practical experience in the sphere of literature, science, art, co-operative movement and social service. The qualification for the membership of Vidhan Parishad is:
1. a citizen of India, 2. 30 years age, 3. a registered voter in the state, 4. not insolvent or launtic, and 5. not holding any office of profit.
