The following conditions are necessary for the formation of sound public opinion:
(1) Free, Honest, and Impartial Press: Free and honest press is a very important condition for the formation of enlightened and sound public opinion. A large number of people form their opinion on various issues by reading newspapers and magazines. It is the duty of the press to give all the pros and cons of a subject to let the reader form his own opinion freely, honestly and impartially.
(2) Educated Citizens: For the formation of sound public opinion, it is necessary that the citizens of the country must be educated. Illiterate persons cannot think over and understand the problems of the country properly. They can easily be misled by false propaganda of various parties and their leaders.
(3) Sound Party System: In a country where political parties are organized on definite social, economic and political principles, formation of sound public opinion is easy. In a country where political parties are based on casteism, communalism and regionalism, formation of sound public opinion is impossible.
(4) Economic Equality: In a country where the gap between the rich and the poor is very wide, the formation of sound public opinion is not possible. All the means of propaganda like newspapers are owned by the rich and the poor cannot find time even to think over the problems of the country.
(5) Freedom of Speech and Expression: For the formation of sound public opinion, it is necessary that all the citizens must enjoy freedom of speech and expression.
