Composition between the Powers of the Vidhan Parishad and those of the Vidhan Sabha:
1. Powers Regarding Ordinary Bills: A non-money bill is introduced in either House of the legislature. It is passed by both the Houses and then sent to the Governor. But if a bill is first passed by the council and the assembly rejects it, then bill cannot be passed. On the other hand if a bill is first passed by the assembly and then it goes to the council the following situations can develop:
(i) The Legislative Council may reject the bill.
(ii) The council may suggest certain changes which may not be accepted to the assembly.
OR
(iii) The council may take no decision on the bill for a period of three months. In any of the above mentioned three situations, the bill may be reconsidered and passed again by the legislative assembly in the original shape. The bill is again sent to the council, this time again the following three situations may develop :
(a) The council may reject the bill.
OR
(b) The council may suggests changes which are not acceptable to the Assembly.
(c) No action taken by the council for a period of one month. In any one of the above situations the bill is sent to the Governor for his assent in the form in which it was passed by the Assembly. This way, the legislative council may delay the passage of a bill passed by the Assembly, for not more than four months. The council is certainly less powerful than the assembly.
2. Powers regarding Money Bill: Money bills are introduced in the Legislative Assembly. After passing by assembly it is sent to the Legislative Council has no power in this concern except it can delay the money bill for 14 days.
3. Executive Powers: Council of Ministers is responsible to the Lower House (i.e., Vidhan Sabha). Legislative Council has no power in this concern except it can ask the questions and may criticise the cabinet. But they cannot remove the government.
4. With regard to Electoral Functions: It is only the Legislative Assembly which participates in some elections as it takes part in the election of the President and it elects the representative of the state to the council of states (Rajya Sabha). Legislative Council has no power in this concern.
